L.P.A.. Born in 1931, he received his B.A. in 1957 from Baldwin-Wallace College and his J.D. in 1962 from Cleveland Marshall School of Law. In 1971, Mr. Forbes assisted in the original formation of the law
firm formerly known as Rogers, Horton & Forbes. Mr. Forbes is currently involved in the areas of corporate law and litigation. From 1963 to 1989, Mr. Forbes served the City of Cleveland as a City
Councilman. He was elected as the Council President of that body in 1972 and maintained that position until his retirement from City Council in 1989. As Council President, he helped manage and solve
complicated issues besetting the City of Cleveland, including the City's default on debt obligations to local banks, the regionalization of the transit authority and helped create a new service economy to downtown
Cleveland. Mr. Forbes' expertise in public law and the operation of municipal government is unparalled amongst his peers. Mr. Forbes is a guest lecturer at Baldwin-Wallace College and is a Governor appointee to
the Oversight Board of the Bureau of Worker's Compensation
. Mr. Forbes has been admitted to practice before the Ohio Supreme Court and the United States District Court of the Northern District of Ohio. His professional memberships include the Greater
Cleveland Bar Association, Cuyahoga County Bar Association,
Ohio State Bar Association, the National
Association of Bond Lawyers and the
National Bar Association. He also serves on the Board of

Helen Forbes Fields, a shareholder and officer of Forbes, Fields & Associates Co., L.P.A.,
has been active in the firm's public law and municipal finance practice since joining the firm in 1984. Born in 1959, she graduated Cum Laude in 1981 from Spelman College with a B.A. degree in Political Science
and received her J.D. in 1984 from Howard University School of Law. She also attended Loyola University Summer Law School in Rome, Italy in 1983. Ms. Forbes Fields has been involved in various public and
privately placed issuance of revenue bonds and general obligation bonds for the State of Ohio, the Board of Education of the Cleveland City School District, Ohio and other cities and counties in the United States. Ms.
Forbes Fields has been admitted to practice before the Ohio Supreme Court, the United States District Court for the Northern District of Ohio and the United States Court of Appeals in the Sixth Circuit. She is a
member of the National Association of Bond Lawyers,
Cleveland Bar Association and the
National Bar Association. Ms. Forbes Fields has been
profiled in several magazine publications for her community and civic interests. She serves as a Trustee for the Cleveland Institute of Art, the Cleveland Zoological Society and the Rainbow Babies and Children's

Darrell A. Fields is also a
shareholder and officer of Forbes, Fields & Associates Co., L.P.A.. Born in 1958, he received his B.A. in 1980 from Wittenberg University and his J.D. in 1983 from Howard University School of Law. Since
joining the firm in September, 1987 his primary areas of practice have been public law, municipal finance law and real estate law. Mr. Fields serves as co-bond, underwriter's and issuer's counsel on many revenue
and general obligation bond financings by state and local governments. Additionally, Mr. Fields serves as general counsel to the Ohio Air Quality Development Authority ("OAQDA").
OAQDA
is the issuer of air pollution control bonds for the State of Ohio. Mr. Fields has been admitted to practice before the Ohio Supreme Court, the United States District Court for the Northern District of Ohio, the
United States Court of Appeals for the Sixth Circuit. He is a member of the
National Association of Bond Lawyers

Scott H. Schooler is a senior
associate with Forbes, Fields & Associates Co., L.P.A.. Born in 1957, he received his B.A. degree in Journalism and Urban Design in 1978 from New York University, his M.S. degree in Urban Studies in 1979 from
Cleveland State University, and his J.D. degree in 1984 from
Case Western Reserve University School of Law
where he was a member of law review. Mr. Schooler joined the firm in 1994. During his employment with Forbes, Fields & Associates Co., L.P.A., Mr. Schooler has had experience with governmental law, employment law, tort law, contract law and civil rights litigation.

in 1956, he received his B.A. and J.D. from Cleveland State University in 1979 and 1982, respectively. He joined the firm in 1985 where his practice has focused on litigation, including employment discrimination,
business/contract litigation, personal injury, domestic relations, and criminal defense. Prior to joining Forbes, Fields & Associates Co., L.P.A., he served as a sole practitioner in Cleveland, Ohio. Mr.
LoConti has been admitted to practice before the Ohio Supreme Court, the United States District Court for the Northern District of Ohio and the United States Court of Appeals for the Sixth Circuit.
Mr.
LoConti also is very active in local politics, having
previously run for City Council in Euclid, Ohio.
